Ops Alert 002-22 Authorization of (Legacy) NAVPERS 1070/602 When RED/DA Application is Not Available Use of the Legacy Dependency Application/Record of Emergency Data (NAVPERS 1070/602) is authorized when the RED/DA application is not available. Commanders Intent: In response to Fleet feedback and system review, Sailors may work with Command Pay and Personnel Administrators (CPPA) to submit Legacy Dependency Application/Record of Emergency Data (NAVPERS 1070/602) when the RED/DA application is unavailable to avoid unnecessary delays in proper PERS/PAY entitlements. Processing these applications is crucial to Sailor readiness and mission success and should be completed in a timely manner. Sailors and CPPAs should take the following steps in order to submit applications most efficiently: (Procedure when RED/DA application is available) Sailor uses the RED/DA application hosted in NSIPS (self-service) CPPA uses CPPA user role to create a RED/DA application for the member Sailor and CPPA work together to print and update a NAVPERS 1070/602 It is important that CPPAs ensure NAVPERS 1070/602s are approved and submitted to their servicing TSC for allowance entitlement transactions to get processed in a timely manner. Non-pay impacting Dependency Applications are STILL a required submission to TSC/PSDs for inclusion to OMPF. Discussion: If the RED/DA application is unavailable, CPPAs will need PERS Clerk and PERS Supervisor access to create and approve a NAVPERS 1070/602 application for wet signature. TSC OICs/Directors will grant PERS Clerk and PERS Supervisor access to CPPAs with Commanding Officer approval. This access will only be granted for NAVPERS 1070/602 application processing and approval. PERS Clerk access will only be granted to CPPAs that carry the CPPA NEC (A16A or 791F) or have completed all requirements for the NEC. PERS Supervisor access will only be granted to E-6 and above or GS-7 and above CPPAs. Commands must maintain copies of NAVPERS 1070/602 applications submitted for processing. CPPAs must submit applications (with key supporting documents) via eCRM to their servicing TSC for processing. CPPAs may only submit NAVPERS 1070/602 applications for their assigned UICs. CPPAs should utilize the RED/DA workflow status report to engage Sailors on RED/DA transactions at the member level to expedite processing. Revised forearm plank standards. Provides additional guidance for the CY2022 PFA. 2. NAVADMIN 039/22 Updates to Current Mid-Term Performance Counseling and Recommended Training Ref (a) BUPERSINST 1610.10F, Navy Performance Evaluation System The purpose of this NAVADMIN is to reinforce and refocus efforts around the current mid-term performance counseling practices which serves as a key component of the Navy’s performance evaluation system. In line with Ref (a), supervisors are required to conduct performance counseling with their Sailors at least twice per year - at the midpoint of the periodic report cycle and when the report is signed. The Chief of Naval Personnel (CNP) is dedicated to the improvement of performance counseling Navy-wide. Updates to mid- term performance counseling have been documented in Chapter 18 of the recently released update to Ref (a). Updates to Ref (a) also includes training on mid-term performance counseling via an online seminar comprised of four self-paced modules approximately 90 minutes in length. NAVADMIN 038/22 2022 Meritorious Advancement Program Season One This NAVADMIN replaces NAVADMIN 035/21, 2021 Meritorious Advancement Program Season One, and announces the policy and guidance for Calendar Year (CY) 2022 Season One Meritorious Advancement Program (MAP) for Active Duty (Active Component and Training and Administration of the Reserve (TAR)) Sailors. MAP Season One will run from 01 March through 15 April 2022. MAP will account for approximately 20 percent of total advancements during CY22, with roughly half of the available MAP quotas allocated for each of two MAP seasons during the year. The two-season framework aligns MAP with the NWAE to ensure any unused MAP quotas are included in the NWAE cycle, and to emphasize the intent of MAP to select and reward top performing Sailors. To meet required time-in-rate for MAP advancement eligibility, Sailors must have a date of rank no later than the following: a. E-5: 01 January 2021 b. Section 701 The Entitlement and Accumulation of Leave for Members of the Armed Services Ref (c) Under Secretary of Defense (Personnel and Readiness) Memorandum, Parental Leave for Military Personnel In Connection with the Birth or Adoption of a Child Ref (d) Department of the Navy Parental Leave Policy Change Memorandum This NAVADMIN announces advanced notification of changes to Ref (a) that increases the maximum allowable days of Secondary Caregiver Leave (SCL), authorized in Refs (b) through (d). Per Ref (a), Sailors properly designated as secondary caregivers were authorized 14 consecutive days of non-chargeable SCL after the qualifying birth event (QBE) or qualifying adoption (QA) of a child(ren). Effective 11 February 2022, Sailors who are properly designated as secondary caregivers, per Refs (a) through (d), are authorized up to 21 consecutive days of non-chargeable SCL following a QBE or QA. Any Sailor who had a QBE or QA and has not yet executed their SCL as of 11 February 2022, is authorized up to 21 days of SCL, as long as the SCL is started within one year of the QBE or QA. Sailors who are executing SCL may be authorized up to 21 consecutive days at their Unit Commander's discretion. Sailors who have executed SCL are not authorized additional SCL per Ref (b).
